Manage Syslog Servers support UDP protocol

HSBC is planning to implement Z15 HMC function (Manage syslog server) to send a problem notifications from HMC to Mainframe system over UDP protocol (receive HMC problem event notifications on Syslogd logs). However, the UDP is not supported.

Stand-alone IOCP should honour the POCID-ID field of the dynamic token even if IOCDS source has been edited.
