Enhance the moddvipa utility to work with (virtual) hostnames.

The z/OS Communication Server utility"moddvipa" works only with IP's. It should be enhanced to also accept a real or virtual hostname to be independent from the IP which is assigned to the hostname.

SAF Resource Protection for Port 0

Create a SAF Resource or some other type of protection to protect port 0 from IDs requesting BIND / LISTEN. IDs must then be permitted the specific access to be able to do so.
