VTAM-IDS : Modify DSMONITR for SLUs

We use VTAM startoption DSMONITR=YES and want to turn it off for special telnet LU's not all. That isn't possibly because the parameter DSMONITR=NO only works with PLUs. Telnet LUs are always SLUs.
