LE __heaprpt() that doesn't freeze all threads

We use the LE callable service __heaprpt() from C++ but it causes all threads to be frozen. Can we have a version that doesn't freeze threads (i.e from volatile fields in control blocks)? We don't mind if it's closely approximate.

SMF to retry INMEM Log stream after an IPL

After an IPL, SMF attempts to open the INMEM logstream prior to ACF2 completing initialization. This fails so SMF doesn't write to any log streams. We would like SMF to either retry or have a way to start SMF after the SAF resources are available.
