Enable dsadm (dsfs) to support more granular high level qualifier for createparm

Currently DSFS only support a single level high level qualifier for the dsadm createparm path (e.g. IBMUSER). Please expand this to multiple levels (e.g. IBMUSER.TEST). The psmodel/pdsmodel's may be different with different qualifier levels.
