Update SYSLOGD to support sending data via TCP

We have a requirement to send SYSLOGD data to another server but we need to send it via TCP and use ATTLS to encrypt the data. The current implementation only allows for sending via UDP and doesn't allow for a different port specification.

    This was delivered in z/OS 3.1 with "z/OS UNIX syslogd support for secure logging over TCP"

    Hello,
    we have the same requirement, as we are collecting all logs in a central system to analyse and monitor the logs enterprise-wide.
    Right now it costs a lot of time to look though all logs from all sysplexes to analyse a problem.
    We could monitor some messages, but it isn't a good solution to copy those into the z/OS SYSLOG. Die message format differs that much, it is a real issue to catch it by IBM SystemAutomation.

    It should be an affordable enhancement, but brings us a great step forward to manage our enterprise infrastructure.
