Updating SYS1.SAMPLIB(EDGJRECV) to not require lost tape rack number or create new sample member to recover virtual volume

Currently, the EDGJRECV sample for recovering lost tape volume records in RMM CDS requires rack number in the IN1 DD CARD, which is not possible for virtual/logical volumes, so the sample cannot be used to recover lost virtual tape volume records.

Support ECDSA Keys in Encryption Facility OPGP

We use Open PGP on z/OS and have an increasing number of 3rd parties sending in ECDSA public keys which we are currently unable to load. Supporting ECDSA keys will provide more options and enhance security.

Catalog TAKEDUMP command should include VLF asid

Used the "F CATALOG,TAKEDUMP" and "F CATALOG,RESTART" commands to generate the svcdump to diagnose the problem in the pmr. Later told that we should have also dumped the VLF asid so there is insufficient doc to diagnose the problem.
