Implementing a ESM has historically always required rebuilding CP, a daunting task for newbies. Restructuring the CP ESM interface as CP exits would allow adding or disabling an ESM to not require a rebuild or CP IPL.

Add the egrep/fgrep/ggrep, xeditdel, xeditinp, and xeditrep stages from the PIPSYSF function package the the base CMS Pipelines package. The pattern stage in PIPSYSF is not needed at this time.
