Create new class B command to refresh stored DASD info without VARY OFF/ON the device

At present, for CP to see updated DASD info (like VOLSER, VTOC, etc), a device must be varied off/on to refresh the data.  If the disk has been relabeled by a guest using full-pack minidisk, then the guest sees different information than a user with class B authority querying the same device.  I suggest creating a new class B command to re-query a device (SENSE I/O?) to refresh CP's information about that device (or range of devices).
