When using IDCAMS with a model statement, allow for the use of keylabel(NONE) to not copy the model datasets encryption key. This allows for the dataset attributes to be copied without requiring access to an encryption key.

This would allow application developers who need to create 'test' datasets and want to use production dataset attributes. They don't want to access the data, just attributes.
