Allow masking on the SHCDS LISTSUBSYS and LISTSUBSYSDS commands

Provide the ability to mask the subsystem name in the SHCDS LISTSUBSYS and SHCDS LISTSUBSYSDS commands. Currently these commands only allow a single subsystem name or ALL subsystems. There is no granularity.
