allow BCPii to show current number of engines enabled to a Z/OS (and any other type of) LPAR

There is currently a field in BCPii (number-general-purpose-processors) that we thought was the number of current GP engens enabled. Support has confirmed that this is not the current number of engines that are live, it's once again a re-statement of what's defined.

If engines (GP or zIIP) are added via the CF CPU command, BCPii does not seem to know about them. It would be very useful for BCPii to be able to return the current number of engines.

This becomes even more important if you are trying to turn off temporary capacity. If the temporary capacity is in use, the temporary capacity can not be turned off. Knowing that these engines are in use would allow an intelligent message to be put out by code saying that the temporary capacity is in use and must be turned off, instead of trying to turn it off and then having to go on a hunt to see where it is being used.

Thanks
