Release BCPii commands to manage ADD/REMOVE Partitions, inside CAPACITY GROUP resources for zXX IBM Processors

It could be useful for Customer called to dynamically change (expecially if required in recursively way) Lpars associated to Capacity Groups. 

I think it could be made available via new simple HWISET BCPii commands inside z/OS platform.   

Actually this kind of operation is available only via HMC panels and so it cannot be managed via z/OS manual Jobs or Job Automations.

    This capability is already available via the BCPii HWISET/HWISET2 and HWIREST interfaces.

    HWISET/HWISET2
    Changing the HWI_GROUP_PROF_ NAME attribute for a connection token representing an image activation profile will change the name of the capacity group to be associated with the image when it is activated.
    Changing the HWI_GROUP_PROF_ NAME attribute for a connection token representing an image will change the current name of the capacity group associated with the image while it is activated.
    HWIREST
    The "Add Partition to Capacity Group" and "Remove Partition from Capacity Group" can be used to update the members of a capacity group.
