Would like the SWAP command to be available even if the tape data set is not opened.

VTS (TS7720) cluster-1 was suddenly rebooted when many batch jobs were running at night.

27 batch jobs requested for mount tapes on cluster-1 , but could not get any reply from VTS due to the reboot.
The jobs were kept waiting for mount without error messages or abends .
SWAP command was failed : 'IGF512I SWAP FROM 0CF9 TERMINATED - NO USER FOUND'
We canceled and restarted them , however, it took us much time to check all steps of jobs.
We additionally needed to investigate whether other problems were caused or not by the cancel/restart operation.
Consequently, online-start-time was 2 hours behind due to the batch-job-end-time delay.
