Provide option to remove NEW PASSWORD field from TSO LOGON

Sites provisioning RACF passwords from web-based tools like ISIM need the ability to prevent the user from changing passwords via NEW PASSWORD fields. Other products provide this capability, but there is currently no capability in TSO to remove the NEW PASSWORD field. TSO should be updated to provide this capability from sites who do not want users overriding provisioned passwords from LOGON panels and the TSO LOGON command.

    Accepted as an uncommitted candidate. In the mean time an installation defined LOGON panel, for example IKJLPENU, can be defined that does not contain the new password field.
