IFASMFDL RC=8 when error in LOGSTREAM

When there is an error when reading the LOGSTREAM, so that it is not safe that all requested data is present, the return code should be 8 instead of 4 because RC=4 indicate only a warning.
RC=8 indicate an error.

In our case we got a MSG 'IFA819I ERROR CAUSED BY AN UNEXPECTED REASON FOR LOGSTREAM <name> . RC=04-0407'

The PMR we hade open for that we got the folowing feedback:
"I discussed this with development, and I stand corrected, this is working as IFASMFDL was designed. It does seem like COND CODE 8 for such an error would be appropriate, but that is not how IFASMFDL is currently designed to react to this error. I would be happy to open a Marketting Request to ask that this be changed in the future."
