Request for IEBCOPY to use Storage Above the Line(31 addressing mode)

For PDS datasets one needs to compress them on a regular basis to regain unused space. One method is to use DFSMSdss compress which will invoke IEBCOPY to do the compress. IEBCOPY issues a conditional getmain for control blocks and tables in storage below the line. If more than one IEBCOPY task is attached by DFSMSdss and the PDSs being compressed have a very large number of directory entries, IEB142I CAN NOT CONTINUE TO BUILD CTLTAB -- INCREASE WORK VALUE IN PARM FIELD is issued because all of the below the line storage has been exhausted.

IEBCOPY should always be using above the line storage for these control blocks and tables.
Storage above the line has been available more than 25 years or more and IEBCOPY should be making use of that storage.

    I do not understand the environment. Each batch job should have its own private storage. One job's use of private storage will not exhaust another job's private storage.
