IEBUPDTE Support for VB and LRECL > 80

This utility is limited to 80 bytes, but PDS/PDSE are not limited to 80 bytes, so we can not use it to add members to a PDS/PDSE that exceed the 80 byte limit.

IEBUPDTE should support the limit of PDS/PDSE LRECL.
IEBUPDTE should support RECFM=VB/VBA.

IEBUPDTE should get any DCB information it needs from SYSUT2.

I realize that the issue is probably the in-stream SYSIN, but IEBUPDTE should be able to continue reading SYSIN lines until the length dictated by the LRECL of SYSUT2 is satisfied, then start reading at the next SYSIN line for the next logical record.

Also, an indata option could be used to limit the SYSIN length to a specific value, so you could still use three 72 byte in-stream SYSIN lines to add three 72 byte records to a PDS with LRECL=130/RECFM=VB if needed.
