Extend isfjcall to call SDSF functions with parameters

Several SDSF functions allow the user to specify parameters on invocation, for example "CK E", "RM ALL", "DEV ACT". To the contrary, isfjcall runners always return all rows, often don't honor the function's default parameter (like for RM it is "RM 1") and leave much of the corrective and expensive filtering to the caller.

This RFE proposes to extend SDSF's isfjcall interface by allowing the caller to specify a parameter to the runner which is to be passed with SDSF function invocation, for example by utilizing ISFRequestSettings or introducing a new Runner.exec(String) method.
