Provide an option to prevent RPTSTG(ON) from internally resetting the initial stack size

When RPTSTG(ON) option is set, LE resets the initial stack size to 1MB for 64-bit applications. This is fine for code in which LE automatically expands the stack when needed, however for generated code (as in JavaScript code from Node.js) in which a base register other than R4 is used, LE does not automatically expand the stack, which causes a stack overflow for some JavaScript code used in Node.js. Even if R4 was to be used as base register in the generated code mentioned, the stack in this case would only expand under specific conditions per XPLINK design.

A new option to accompany RPTSTG(ON), e.g. RPTSTGRINIT(OFF), that turns off resetting of the initial stack size, would resolve the issue and enable STACK64 and THREADSTACK64 options to be reliable when RPTSTG(ON) is also set.
