DFSMSdss DUMP & RESTORE without data

Allow DFDSS DUMP & RESTORE to run with a 'NO DATA' option so that all the selected dataset attributes are DUMP'd but without any data.

And then the RESTORE function should have an option to allocate the source datasets within any DUMP (whether they contain data or not) as empty targets but with all the same attributes. The target datasets could be new names as for any other restore. Ideally include an ability to request they're allocated as a percentage of the source size.

    This feature would be very helpful for things such as new environment builds where the datasets need to be created consistent with the source attributes but then populated with data from a different source.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    My preference is to use other verbs instead of DUMP and RESTORE, since you are not really dumping or restoring.

    Would also be helpful if GDG base attributes could be DUMP'd and the RESTORE to define these.

    GDG definition and empty dataset allocation is already a feature of the DFSMShsm ABARS product which may be portable to DFDSS as ABARS employs DFDSS.
