Untamperable last-login date display at USS logon

1. Decentral Unix application are able to display last login date and time to users. These data are stored in a binary database that regular users or their impersonators cannot tamper with. Typically the /var/log/wtmp file.

2. Based on IT Risk audit provided requirements it will be mandatory to provide these last-login data at the login banners.

3. We need to have these data for SSH servers/clients as well as for all the 'TSO O' entry-points (OMVS,ISHELL, OEDIT,OBROWSE)

4. It should be optional to have those data displayed at all logins per default but also to provide the ability to use those data in custom made banners.

5. Ideally a local date and time formatting should be provided per LC_xxx environment variable
