Store dataset creating id in automatically during allocation

Provide a mechanism where the creating ID of a dataset can be stored in a place that can be easily displayed and reported on using standard tooling like Dcollect.

    This item is unlikely to be given high enough priority to be placed into the product plan.

    This would be very helpful to avoid having to trawl SMF to identify creators of the dataset. Be even better if last ID to access it could included.

    Information would be useful if available for other utilities like ISPF displays, LISTD command, etc.
