Provide a mechanism to prevent users from changing DCB for existing datasets

Please provide some mechanism to prevent an end user from modifying DCB information for an existing dataset.

The mechanism to be used could be a parameter, perhaps in IGDSMSxx in PARMLIB, perhaps a RACF FACILITY class call. I leave that up to you. Ideally, some way to override this prevention mechanism would also be provided for those times you actually do need to do this.
