Additional Authority needed on RACF Classes

Class Authority allows a userid to create profiles in a RACF class owned by themselves or another but they can only see profiles they either have at least READ access to or own.

Only a user with SPECIAL can see all profiles in a class, there needs to be the capability of allowing a user to:
1) See all profiles in a class
2) Manipulate all profiles in a class without having that level across the entire RACF database.
