Allow IDCAMS to INITIALIZE a VSAM dataset during (or after) DEFINE

CICS is unable to open newly defined empty VSAM datasets as it requires at least one CI to be formatted.

To overcome this requires use of an OEM or open source program (VSAMINIT is the common one) to write and then delete a record in the VSAM dataset to force formatting of the first CI.

Some Batch programs can also suffer this same issue.

It would be nice if this could simply be made an additional feature of the DEFINE command via a FORMAT or INIT keyword. And it could work on a new DEFINE or DEFINE RECATALOG.

Or alternatively as a new keyword for REPRO so it can be used on new or existing empty VSAM datasets.
