Provide the option to request DSSB to be allocated in Common storage by OPEN

JES3plus uses its own STARTIO Driver. In order to allow the creation of SMF record 42 subtype 6 for spool I/O data sets, JES3plus needs to provide an IOD control block (pointed to by the JES3plus IOSB extension - IOSXIOD), which will point to the DSSB (IODDSSB). Since I/O to spool can be started from any address space, the DSSB needs to be addressable from all address spaces. Solutions discussed in a meeting with Wayne Rhoten, Tan Q Nguyen, Trang Le, Glenn Wilcock, Dale Riedy at al included a flag that JES3plus would set in the DCBE to signal the need for the DSSB in Common to OPEN. A facilities bit was also suggested so that JES3plus could check that the DSSB is indeed allocated in Common storage upon return from OPEN.
