Coordinated change master keys and key storage from TKE workstation

[Request]
Create consistent Key Set function from TKE workstation to Domain Group on Linux only environment.

[Issue]
-Inconsistent master key “SET” operation from TKE workstation on z/Linux only environment
-Cannot use “Set, immediate”, because this operation causes inconsistency between master key register and key storage file MKVP.
-Work around is using panel.exe and “Set, immediate” multiple times.
But, it is a complex and time-consuming process

    .Per SME Richard K. spoke with Garry Sullivan, discussed that:
    --1--there is a re-encipher capability in panel.exe
    --2--Linux on Z (CCA) does not have logon, which we prefer to have before launching an operation like re-encipher on behalf of a TKE user
    --3--EP11 implemented logon, code could be borrowed, ported.
    --4--catcher for LoZ would check logon, drive re-encipher of known key store, return status to TKE
