Create SMF records and batch reports when data sets or members are referenced, updated, deleted or added

To provide functionality that ISVs provide for audit tracking of specified libraries and members.

Create SMF data that contains the following information:

1) Date

2) Time

3) Library 

4) Volume

5) PDS or PDSE Member name

6) User id

7) Program

8) Type of access (Added, Replaced, Deleted, Referenced)

- Referenced means a fetch of a module for execution,  read in a jobstream or read using any interface such as ISPF, web browser or eclipse interface

9) System id

    An SMF Record is not intended to be provided, however, Change Tracker DOES provide a lot of tracking information today . If this information isn't sufficient, then please open a Requirement (IDEA) for lacking information. Also - if the format of the report information in Change Tracker is not able to be consumed today, please indicate in a Requirement (IDEA) what the ideal format is (json, XML, ...).

    I think the reference date may be better served by storing this information in the z/OS tracker data base than SMF recording, or both.
