REST API Extensibility

zOSMF should provide a way to register and unregister custom API handlers for users and vendors. This feature would allow users to create their own API handlers in whatever language they want and leverage the authentication and existing REST capabilities defined by zOSMF without having to spin up an additional TCP port for a custom handler. Unifying the way REST APIs are registered and unregistered allows for the community and vendors to easily supply zOSMF plugins alongside products as well as create home-grown API endpoints without conflicting with existing endpoints and providing a framework for the way calls should be made.
