Granularity for IDS policy

The PMR 94259082000 was opened when it was discovered that enabling IDS caused reporting of malformed packets that were discarded. While the policy was only set to report only mode, the message IDs that we were seeing in the logs were related to when IDS takes action. We found that the packets were being discarded regardless of IDS being turned on or not, but was reported because IDS was turned on. We would like this to be fixed. Additionally, we would like the ability to have more granularity in the types of Malformed packets that can be actioned/reported on.
