Add parameter option to suppress SVC dump for LSPACE errors

When a system software product wishes to find out the DASD space usage for one or more volumes, it can issue the LSPACE macro. If that service encounters a logical or physical issue with the device it creates a SVC dump which can be disruptive and temporarily a hit on system resources.

I would like the LSPACE parameter list to include an option so that the caller can suppress any SVC dump and just be given failing RC and RSN codes.
