Today, new network security parameters are made available in the Network Configuration Agent along with the new z/OS release.
If the NCA is running in a production environment, these new network security parameters for the Policy Agent can only be configured once the production environment has been upgraded to the latest z/OS release.
In large installations, a z/OS rollout takes several months. This means on the upgraded test and development environments new network security parameters can only be used with a delay because NCA in production does not support the new options. This represents a security risk.
It must be possible to select new network security parameters in NCA and generate a policy agent file even if NCA is running on an older release.
This function is especially important if default values are set with the new z/OS release. For example with the option ServerKexECurves in z/OS 2.5 the defaults can only overwritten with the new NCA parameters and no longer with the help of a System SSL environment variable in a LE environment file.
