Try other connection paths when one fails

Currently when a connection path fails, if it is best path it will be attempted to be used the next time a session is attempted to the same end point.  That is unless you set UNRCHTIM.  UNRCHTIM is the amount of time it is deemed unreachable.  There are issues with this.  If you set a high value for this and the outage is short, you do not get to use the best path when it becomes available.  If you set a short time and the outage is long you send a lot of unneeded network traffic.  (See write up in z/OS Communications Server SNA Network Implementation Guide)

    To be clear, this Idea only pertains to paths utilizing connection networks since that is the only time UNRCHTIM comes into play. While I agree that the choice of a value for UNRCHTIM is tricky, and no one value will work for all scenarios, it is not clear what we could do to improve on that.
