DEFINE PAGESPACE Resilliancy to ensure page space clusters are formatted completely

This resilliency item would need to be implemented under IDCAMS, Catalog, and RSM. An IDCAMS DEFINE PAGESPACE command is a unique operation that involves a DEFINE CLUSTER and Format under the covers in order to produce a useable Pagespace for RSM to work with. In the design today, an error can occur in the DEFINE PAGESPACE at the point of formatting after the cluster has been defined and it will produce a CC=12. However against intuition, the cluster itself will not be deleted but instead will remain in the system cataloged and eligible for RSM's use unless the operating takes explicit action to DELETE the pagespace cluster manually. Unpredictable errors can occur when RSM attempts to use that invalid pagespace.

A design change should be considered to create a 'unformatted pagespace' flag in the Catalog record itself that can be turned ON as the Pagespace cluster is being DEFINED and then turned OFF by IDCAMS after the formatting of the pagespace completes and the DEFINE PAGESPACE completes cc=0. RSM when opening the pagespace should verify that the 'unformatted pagespace' flag is OFF before proceeding to use it
