Rebuild masterkey - securise the masterkey change procedure with ICSF

Two Security Officers (OS) want to build a masterkey with two key parts from the menus ISPF/ICSF
1. The two OS are connected on the Panel CSFDKE50 ( ICSF - Master Key Entry) at the same time
2. The first OS informs: 
• Key Type: ECC-MK
• Part: First
• Checksum: <value first key part>
• Key Value: <value first key part>
And confirm with ENTER 1
-> Registry = “PART FULL”
3. The second OS informs 
• Key Type: ECC-MK
• Part: Final
• Checksum: <value second key part>
• Key Value: <value second key part>
And confirm with ENTER 1
-> “IMPROPER REGISTER STATUS”
And The inputs fields of panel are reset
confirm with ENTER 2 (to delete the message)
-> Registry = “FULL”
The null value is added as second key part…

Conclusion : The masterkey is not correct !!
 

ICSF should not allow to have several users able to be on the panel CSFDKE50

Or the user who has the message "IMPROPER REGISTER STATUS" should be immediatly moved on the previous panel CSFCMP00 and should not be able to confirm his key part

Or any other way to prevent the master key from being broken so easily
