Availability of Cryptographic Services

When ICSF is started it will check the Master Key Verification Patterns(MKVP) in the header records of the CKDS and PKDS. When an MKVP is found then a check is made to see if that Master Key is found in the coprocessors. If it is found and it matches then all is good. If we find a MKVP in a header and the corresponding Master Key is not set in all coprocessors then message CSFM137E is issued and the coprocessors will not become active.

This behavior should be changed. The service should be available for all Master Keys that are found. Only the missing Master Key should not be available.

    This is working as design according to the AP configuration re-design several releases ago, but we will discuss this further and get additional input. The problem is more complicated than one card going offline due to a master key mismatch - there are internal request routing issues and other considerations. The design was intentionally simplified to require the KDS and the Coprocessor to match as far as master key settings for the coprocessor to become active.
