User IDs that use passticket for authentication still have to set a password or phrase in RACF even if it is never used. This is the case for many technical user IDs in our environment. These are vulnerable to password attacks and automatic revoke. We want to mitigate this risk and run the user IDs protected. See also <https://ideas.ibm.com/ideas/ZOS-I-1779>
