take advantage of SDB when allocating a dataset using BPXBATCH

While allocating a dataset using BPXBATCH Program,

FORCE SDB only has an affect if the data set is not opened between the allocation and un allocation. The only program I can think of that does that is IEFBR14. But when we are using BPXBATCH, file is allocating, OPEN, CLOSE, unallocated which means FORCE SDB has no affect. so need to consider this for future enhancement so that SDB feature can be used for UNIX commands as well.

    It is my understanding that the scenario was a script run out of BPXBATCH that used the cp command which calls fopen() to open a dataset. That has nothing to do with BPXBATCH and it is the fopen() call that needs to change to take advantage of SDB. Please resubmit the idea to LE for fopen().
