DFSMSrmm: Ability to patch CDS records

Currently there are certain situations where certain records in the CDS, records such as volume, data set, vrs, owner... are in error and TSO RMM commands cannot be used to fix the issue as reported by EDGUTIL VERIFY(ALL) and customer is forced to run MEND(ALL) process which requires an outage, RMM must be down. In addition, there are situations where even the MEND(ALL) process does not fix the issue. Customers are forced to use VSAM EDITOR such as File Manager to edit the VSAM file to correct the issue per instructions provided by IBM Support. This too requires RMM to be down.

RMM needs tools like DFSMShsm has, which is to use FIXCDS PATCH commands to dynamically update the CDS.
