Prevent looping logon attempts

We've found an issue where a user attempts to connect to the mainframe
via PCOMM (v12.0.2) and the connections are accepted then dropped over
and over again.
We've narrowed it down to two scenarios; 1) the specific LU is already
in use and 2) the LU is not defined.

Ideally, users would not initiate identical sessions nor would they
attempt to connected with an LU that doesn't exist. Since this does
happen, is there a mechanism in Comm. Server (TN3270, TCPIP, VTAM,
something) that can prevent this looping from happening?
