Addition to VDPT display to see when target came available

A time stamp in the VDPT display for when a target became active would be helpful in debugging.

    Communications Server cuts SMF records on the Sysplex Distributor node when a target application is started (SMF type 119 subtype 36) and when a target application is stopped (SMF type 119 subtype 37). These will provide the timestamps you are requesting.
