TCPIP ECSA storage growth caused by intermittent XCF lock contention

"TCPIP ECSA storage growth caused by intermittent XCF lock contention. The XCF lock is typically requested shared. However, every 10 seconds, the lock is obtained exclusive because there are DVIPAs in MOVING status. The "MOVING" status is as a result of the partner in the sysplex trying to become the owner.
In addition to the ECSA storage growth, the following symptoms may be noted: EZZ4350 AN EXCESSIVE NUMBER OF HALF-OPEN CONNECTIONS ARE QUEUED (this message is being issued because new connection requests are waiting on the XCF lock before they can become established).
