Validate z/OSMF workflow File template contents only at runtime and not definition time

The "File template" in a z/OSMF workflow does check for existence of the respective file or Dataset and fails to save / open the workflow if, for example, the dataset is not available. This works as designed and is documented as such.

We have open a case TS003028593 to existing issue that z/OSMF started task not auto restart and the feed back is zOSMF doesn't support AUTO RESTART. So I am raising this RFE for the requirement of zOSMF using ARM. Please add support for this. thanks.
