Add support to IPCS to format SSL/TLS traffic for packet traces.

Add support to IPCS to format SSL/TLS traffic for packet traces. Currently the packet traces needs to be converted to sniffer format and then exported to a workstation to use a tool such as Wireshark to do the SSL/TLS formating of the trace.
