RACF RACDCERT should support PDS(E) and zFS as well as sequential data sets

RACDCERT ADD, CHECKCERT, GENREQ etc. require a unique sequential dataset. Usability would be improved if RACF supported a PDS or PDSE member, or even a zFE file.

I can enable RACF trace for a job, but it captures so many records, and it is hard to find the records of interest. I would like to see a new option #SET TRACE(NONZERO) which produces only exit records where the return code was non zero.
