CAPS for JCL only and lower case for other statements

CAPS is on or off for a member. Since JCL statement is require to be in upper case only . The editor know about that. Change the CAPS function in EDIT so it keep JCL in upper case and other statement in lower case.

Allow BCPii to see capacity records that have been downloaded but not accepted/installed. Even better would be for it to install those records and activate them if desired. Activation is most likely only useful for loaner record.

If there is a new capacity record downloaded, we can't even see it in BCPii. If we could we could alert someone that an action needs to be taken to "get" that record. Of course, letting BCPii get the record would be even better than just letting B...
