Allow PDUU to override TCPIP.DATA when using FTP flavor

PDUU can't override the global TCPIP.DATA values, when invoking FTP. As a result we can't make use of TCPIP.DATA overrides, like NOCACHE. Allowing NOCACHE would allow us to send each FTP stream through one of our different proxy servers via a Load Balancer WIP, instead of loading all of them on one proxy server. There may be other benefits for allowing PDUU/FTP to override TCPIP.DATA.

    Overriding the default TCPIP.DATA via the CEEOPTS or SYSTCPD DD statements is possible with PDUU in HTTPS mode, but not with FTP mode as it requires changes to PDUU that are unlikely to be given high enough priority to be placed into the product plan.
