Add ability to place comment in auditing of RACF commands

Would like capability to add a comment type keyword on any RACF commands and have that text written to SMF record "as is". Using a new keyword common to all RACF commands. Expected typical usage will be a reason text or tracking number.

ISPF Allocation (3.2) key label entry should provide an option to validate

The Key Label should be able to be validated prior to allocation. This can be via a selection list or just validating the key label. A selection list would be ideal given the length of the labels and thus the chance of a finger check (user 0FC) :D
