Provide syslogd isolation by jobnames for AT-TLS Applications

Provide ability for syslogd isolation for AT-TLS defined Applications to maintain their Jobnames for use in syslogd logs. Currently, all AT-TLS Applications fall under JOBNAME=TCPIP.
